Business events in hotels: information needed to assess the licensing route

A hotel venue does not by itself remove the need for a SCEGA licence. These are the facts to collect before deciding which licence type applies.

In short: holding a business event in a hotel does not, by itself, remove the need for a SCEGA licence. SCEGA’s definitions for meetings, workshops, lectures and training courses refer to events held in a rented venue or outside the organizer’s premises, and its conference rules list hotels among the venues where a conference may be held. Which licence applies depends on what the event is, not on the building. This guide lists the information you need to assess that.

This page covers the hotel setting only. It does not repeat the question of which authority licenses your event; for that, see SCEGA or GEA: which authority licenses your event. For fees and timelines, see the SCEGA requirements and fees guide.

What SCEGA’s published rules say about venues

  • Meetings, workshops, lectures and training courses: SCEGA’s service definitions describe these as events held in a rented place or outside the organizing entity’s premises. A meeting, for example, is defined as an event attended by at least ten people, lasting at least four hours and no more than three working days.
  • Conferences: SCEGA’s conference rules state that a conference is held only in licensed halls, hotels or universities.
  • Venue registration: SCEGA’s FAQ says that if the venue you want does not appear in the e-portal, you should ask the venue’s management to register it as a host. Registration as a host does not mean every event there will be approved: SCEGA assesses capacity against the event type and target attendance.
  • Public-sector staff meetings: SCEGA’s FAQ says an annual staff meeting of a public-sector entity held outside its workplace requires an application through the government approvals service on SCEGA’s portal.
  • Outside the scope of these rules: SCEGA’s rules for lectures, meetings, workshops and training courses exclude cultural events (such as religious lectures, poetry evenings, plays, competitions, concerts and social occasions) and events held by accredited embassies and diplomatic missions, which follow other procedures.

The information you need before deciding

Collect these facts first. Most licensing questions about hotel events are answered by them, and SCEGA’s own definitions are written around them.

QuestionWhy it matters
What happens at the event? Talks, discussion, training, papers, exhibition stands, product display?SCEGA’s licence types are defined by activity: a conference, forum, seminar, meeting, workshop, lecture, training course or exhibition.
How long does it run, in hours and days?Several definitions include minimum or maximum durations.
How many people will attend, and who are they?Some definitions include a minimum attendance, and SCEGA assesses venue capacity against target attendance.
Is it invitation-only, or open to the public? Is it promoted or ticketed?Attendee category and promotion affect the application. SCEGA’s FAQ prohibits promotion before the licence or approval.
Who is organizing it, and is the organizer a private company or a public-sector entity?Public-sector staff meetings outside the workplace go through a separate approval service.
Is there an agenda, work plan or list of speakers?These are among the documents SCEGA lists for meetings and conferences.
Which hotel and which hall? Is the hotel registered as a host on SCEGA’s portal?The venue must be selectable in the portal, and capacity is checked per event.
Is anything else happening alongside, such as entertainment or an exhibition area?Accompanying activities may need a different licence or another authority’s approval.

Documents to request from the hotel

  • a booking confirmation for the specific hall and the full dates and times, including setup;
  • the hall’s name as it appears on SCEGA’s portal, if the hotel is already registered as a host;
  • the hall’s capacity for your layout (theatre, classroom, banquet), so you can compare it with your expected attendance;
  • confirmation of who at the hotel can complete host registration if the hall is not yet on the portal.

SCEGA’s FAQ lists the documents a venue submits to register as a host: a commercial registration or document proving the entity’s licence, a civil defence licence, a municipal licence and photos of the halls. For hotels specifically, SCEGA’s account types page lists a Ministry of Tourism licence and photos of the halls. These are the hotel’s documents, not the organizer’s.

Hypothetical scenarios

These scenarios are invented to show how the questions apply. They are not rulings. The licence type for a real event is SCEGA’s decision.

ScenarioFacts that point to a licence routeWhat to confirm

When the answer is not clear

If the event mixes activities, or the facts sit between two definitions, do not choose the type that seems quickest. A wrong type can mean starting a new request. Ask SCEGA through its official channels (8004290004 or info@scega.gov.sa, as listed on its service pages) with a short description of the event, its duration, attendance and venue, and keep the reply on file.

A short checklist

  • Describe the event in two sentences: what happens, for whom, for how long.
  • Match those facts against SCEGA’s current definitions on its e-services list.
  • Confirm the hotel hall is registered on the portal, and its capacity for your layout.
  • Prepare the documents listed for the licence type you have chosen.
  • Hold adverts, social posts and any other promotion until the licence or approval is issued.

How BiliEvent can help

We help organizers work out the information SCEGA will need, prepare the application and coordinate with the hotel. BiliEvent is not affiliated with SCEGA, and only SCEGA decides the licence type and whether to approve it.
